Dr Jenny Pope is Professor of Sustainability in Mining and the Harry Butler Institute at Murdoch University; member of the Environmental Protection Authority (EPA) of Western Australia; and Director of consulting firm Integral Sustainability. She is currently co-leading a project through CRC TiME (www.crctime.com.au) entitled A Systematic Approach to Regional Cumulative Effects Assessment (RCEA) to Support Transitions in Mining Economies – Stage 1.

This presentation will provide an overview of a research project being undertaken by Murdoch University and WABSI under the auspices of CRC TiME, the Co-operative Research Centre for Transformations in Mining Economies. The project explores how regional cumulative effects assessment (RCEA) can inform mine closure and other mining transitions at a regional scale. Cumulative effects are the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment. Regional cumulative effects assessment (RCEA) is the term given to the suite of processes and tools that enable the understanding and management of cumulative effects at a regional scale and ultimately facilitate the delivery of long-term environmental, social, cultural and economic outcomes. The presentation will cover: the imperative for mine closure and regional transitions that are informed by an understanding of cumulative effects, both positive and negative; the research aims and objectives; different approaches to RCEA, including a draft typology of practice; an overview of selected case studies of RCEA; and preliminary findings from the research so far. These findings are largely based on analysis of Canadian case studies of RCEA and interviews with practitioners and researchers undertaken during a recent field trip to Canada. Some of the key findings that will be highlighted relate to the strengths and weaknesses of formal regulatory processes versus more voluntary processes, and the emergence of Indigenous-led RCEA.
